For an EB-5 investor, a poured concrete deck is more than construction progress. It is a green card taking shape.
EB-5 ties the green card to job creation, and on a real estate project the jobs come from the building getting built. Every crew on site and every dollar of hard costs is creating the jobs the petition needs. When construction stays on schedule, so does the work the petition rests on.
There is a second thing a milestone tells you, and anyone who has spent time around EB-5 already knows it. Getting a project out of the ground is the hard part. Projects stall. Delays, cost overruns, financing that falls through at the wrong moment. Each phase a project finishes is one more of those worries it has left behind.
Which brings us to Waterview Residences in Dillon, Colorado.
Where the Project Stands
Waterview is a rural EB-5 project, which means it draws from a pool of set-aside visas held for developments in qualifying rural areas. General contractor Layton is building it, and the work is on schedule.
The first level of the parking garage is done. Every column and support pillar is in place, and it went up without a hitch. The Level 2 deck is poured, and the Level 3 deck is going in now, with formwork set for the next pour.
Below ground, crews are waterproofing the foundation along Lake Dillon Drive and the north wall next to the Homewood Suites. Nobody ever notices this work, but leave it out and the building pays for it later. Once it wraps, the below-grade concrete is finished and the project moves up to the grade-level slabs and everything above them.
All of it counts as construction activity, which is where the jobs EB-5 depends on actually come from.
