The Nexstream Rural Broadband EB-5 Project is the construction, installation, and activation of fiber-optic and fixed-wireless broadband service to underserved rural communities in Texas. The project is expected to make service available to approximately 8,400 locations across nine rural counties, as one part of a broader Nexstream buildout expected to pass approximately 71,000 locations statewide.
The project is expected to be funded in part by a $60.0 million senior EB-5 loan together with portions of federal BEAD and Texas BOOT II grant awards. Federal and state programs have prioritized broadband expansion so that underserved communities can be better connected and positioned to compete economically. Nexstream emerged from that competitive award process as one of the largest broadband grant recipients in Texas, and according to independent trade coverage, the largest Texas BEAD program awardee.
Nexstream holds licensed CBRS spectrum across 18 counties in the Texas Hill Country, headquartered in Fredericksburg. Within that footprint, the EB-5 Project’s rural scope is expected to reach approximately 8,400 locations across nine counties, as one part of a statewide build expected to pass approximately 71,000 locations.

The map shows Nexstream’s licensed service area. BOOT II construction is underway in Edwards County (shown) and Burleson County, which lies east of this Hill Country footprint. The nine-county EB-5 rural scope sits within the broader Texas build.
The project pairs first-priority secured EB-5 funding with a grant-backed capital structure to ensure project completion and enhance the project’s financial viability.
Selected through competitive federal and state review as the largest Texas BEAD program awardee, and one of the largest broadband grant recipients in the state.
Approximately $583.6 million in 2025 public funding supports the buildout and reduces reliance on EB-5 capital: $401.8 million BEAD, $113.9 million BOOT II, and $67.9 million in related Texas matching funds.
The EB-5 loan is expected to be secured by first-priority liens on 100% of the Borrower's equity and substantially all of its assets.
A Completion Funding Test requires the Borrower to address any projected shortfall needed to complete the project and meet grant obligations.
A Project Account Reserve of at least $60 million in immediately available cash is held in Lender-approved controlled accounts.
BOOT construction began in January 2026, with independent third-party construction monitoring throughout the build.
Bringing high-speed broadband to underserved rural counties where deployment might not otherwise be economically feasible.
