The Arcadian Redwood Route is CanAm’s latest Rural set-aside EB-5 offering, financing the development of an approximately 275-mile middle-mile fiber optic network connecting the San Jose area to Eureka, California along the Highway 101 corridor. The up to $80 million EB-5 loan is structured for up to 100 investors at $800,000 per investor, each projected to generate 15+ qualifying EB-5 jobs. The project is backed by a $171 million commitment from the California Department of Technology under the state’s Middle-Mile Broadband Initiative, a public-private joint-build program that grants CDT long-term rights to dedicated fiber strands along the route. The network is designed to serve data centers, hyperscale cloud providers, telecom carriers, and rural communities across Northern California, with the northern terminus near Eureka providing direct connectivity to trans-Pacific subsea cable systems.
The EB-5 loan is senior secured, supported by first-priority liens on substantially all Redwood Route assets, a three-account collateral waterfall, and a corporate guaranty from Arcadian Infrastructure Services, LLC. Construction is currently underway and approximately 30% complete, led by Tier-1 contractors FiberTel (a Quanta Services subsidiary) and Dycom Industries. The project is expected to be completed in Q1 2027.
