Christine Chen, CEO of CanAm Enterprises, along with other industry leaders, emphasized that integrity reforms have strengthened confidence in EB-5 as a legitimate economic development tool. Chen advocated for making EB-5 a permanent feature of U.S. immigration law, highlighting its benefits for long-term planning and stability. As Chen stated, “temporary programs invite hesitation while permanent ones invite commitment. Making EB-5 permanent would encourage long-term planning, stabilize capital flows and reduce the recurring cycles of political brinkmanship that have historically plagued the program.”
