For over 23 years at the U.S. Department of State, he served as Chief of the Immigrant Visa Control and Reporting Division, where he administered the complex annual numerical limitations on immigrants subdivided by preference category and country, and published the monthly Visa Bulletin. His decisions regarding final action dates enabled over 9 million people to immigrate to the United States. Mr. Oppenheim was regularly consulted by the White House and congressional leadership, and he testified before immigration subcommittees on two occasions on behalf of the State Department.
